Fixing Blog Skin

Seems like the thing that is slowing my blog down is the wrong character encoding codes that are present in the blog skin template.

I have been enlightened by onishinobimusha who have some experience with html, while I am not knowledgeable in html. The only thing to fix the character coding is to replace the character code in the meta command line with unicode, so that my blog will be able to display chinese characters automatically.
